JNtY OF k, <br />COUNTY OF HAWAI`I STATE OF HAWAI`I <br />Sri OF'N` <br />RESOLUTION NO. 4f <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAIIAN <br />PARADISE PARK NEIGHBORHOOD WATCH TO ASSIST WITH ITS PUNA <br />NEIGHBORHOOD WATCH PROGRAM. <br />WHEREAS, Hawaiian Paradise Park Neighborhood Watch is a 501(c)(3) nonprofit <br />entity that promotes community partnerships and neighborhood camaraderie with the goal of <br />creating safer and more resilient neighborhoods; and <br />WHEREAS, Neighborhood Watch, founded by the National Sheriffs' Department in <br />1972, trains citizens and law enforcement in identifying and reporting terroristic activities, and <br />supports surrounding communities during crises and post -disaster recovery; and <br />WHEREAS, each month, Hawaiian Paradise Park Neighborhood Watch hosts a Puna <br />Neighborhood Watch meeting, a collaboration of all neighborhood watch groups in the Puna <br />District that gather to hear from the Hawaii Police Department and community organizations <br />that help to improve the safety, security, and quality of life for the Puna residents; and <br />WHEREAS, Hawaiian Paradise Park Neighborhood Watch is requesting funds for <br />training manuals, participant handbooks, home and personal security guides, materials on "How <br />to Start a Neighborhood Watch", Neighborhood Watch branded apparel such as t-shirts and caps, <br />window decals, large banners, street signs and gate signs, magnetic car patrol signs, game and <br />dash cameras, yellow flashing magnetic car lights, and Neighborhood Watch car visor ID signs <br />to address public safety and well-being concerns in the Puna District; and <br />WHEREAS, the Office of the Prosecuting Attorney seeks to improve the criminal justice <br />system by working collaboratively with the community, and encourages and promotes crime <br />prevention and early intervention initiatives; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 5 will be appropriated to the Office of the <br />Prosecuting Attorney to provide a grant to Hawaiian Paradise Park Neighborhood Watch to <br />assist with its Puna Neighborhood Watch monthly program. <br />
