Request: To Develop a 43-Lot Single -Family Residential Subdivision on
14.321 Acres

We are providing this revised memo upon receipt of a memorandum from the Hawaii
Island Community Development Corporation (HICDC) dated February 7, 2025 listing
subdivisions of a similar nature that have been dedicated to the County of Hawaii. Please
allow this memo to supersede our memo dated 11/1/2024. Upon further discussion and
due to the affordable housing nature of the project, the department feels that it is in the
best interest of the community to allow for dedication of the development's roadways
should the Planning Director determine appropriate per Chapter 23 of the Hawaii County
Code. Note that the development will be subject to further plan review and inspection by
the department prior to any proposed dedication.

HICDC has developed self help housing subdivisions with fully paved rights -of -way that have
been dedicated to the County of Hawaii. A listing of these subdivisions is shown below. In all
cases, DPW has accepted dedication with the exception of two (2) roads in Pepeekeo that were
developed as private roads. These 20 foot wide private roads and the lots they were serving
were constrained by the topography which has a gulch between the roads limiting the useable
land area. If the full 50 foot wide right of way were to be used instead, the result would be
fewer lots available for the self help housing program.

All of these subdivisions have been adequately served by the infrastructure provided and have
resulted in successful financing and completion of the self help homes. We believe that the
requests we have made through the PUD process are reasonable and appropriate given the
affordable nature of the proposed development.
