SUBJECT: Proposed Amendment to Bill No. 18, Draft 2; AN ORDINANCE AMENDING
SECTION 25-8-7 (NORTH AND SOUTH KOHALA DISTRICT ZONE MAP),
ARTICLE 8, CHAPTER 25 (ZONING) OF THE HAWAI`I COUNTY CODE
1983 (2016 EDITION, AS AMENDED), BY CHANGING THE DISTRICT
CLASSIFICATION FROM AGRICULTURAL - 1 ACRE (A-la) TO SINGLE
FAMILY RESIDENTIAL - 10,000 SQUARE FEET (RS-10) AT `OULI, SOUTH
KOHALA, HAWAI`I, COVERED BY TAX MAP KEY: 6-2-001:075 (POR.)
Transmitted herewith is a proposed amendment of Bill No. 18, Draft 2. The proposed
amendment is shown below in Ramseyer format with respect to the contents of Bill No. 18,
Draft 2; material to be deleted is bracketed and stricken, and material to be added is underscored.
1. SECTION 2 of Bill No. 18, Draft 2, is amended by amending Condition D to read as follows:
"D. All roadways within the project area shall be constructed in conformance with
section 23-86 of the Hawaii County Code. All subdivision roadway connections
and construction within the Waiula Drive right-of-way shall conform to Chapter 22,
County Streets, of the Hawaii County Code and include the provision of adequate
sight distances[,,[-,shall-meet] meeting with the approval of the Department of Public
Works, engineering division."
2. SECTION 2 of Bill No. 18, Draft 2, is further amended by amending Condition E to read as
follows:
"E. All development generated runoff shall be disposed of on site and shall not be
directed toward any adjacent properties. A drainage study shall be prepared by a
professional civil engineer licensed in the State of Hawaii and submitted to the
Department of Public Works. Any recommended drainage improvements, if '' Q

required, shall be constructed meeting with the approval of the Department of
Public Works prior to receipt of Final Subdivision Approval. All drainage
improvements shall be constructed in conformance with section 23-92 of the
Hawaii County Code except that seepage pits may not be utilized."
Due to the limited scope of this proposed amendment, a copy of the new draft of this bill that
will result if it is adopted is not attached.
