A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO D.A.R.E. HAWAI`I TO
ASSIST WITH EXPENSES RELATING TO ITS 2025 D.A.R.E. DAY CELEBRATION
EVENT IN WEST HAWAI`I.
WHEREAS, D.A.R.E. (Drug Abuse Resistance Education) Hawaii is a 501(c)(3)
nonprofit organization established, in part, to support law enforcement officers and educators
with materials and incentives for conducting classes that teach safe and responsible decision -
making aimed at resisting alcohol, drugs, tobacco, and other risky substances to elementary
through middle school students; and
WHEREAS, D.A.R.E. Hawaii is assisting the Hawaii Police Department with
conducting a D.A.R.E. Day celebration event on April 25, 2025, in West Hawaii to recognize
students who complete a ten -week educational program that includes problem solving scenarios
and interactive lessons; and
WHEREAS, D.A.R.E. Hawaii is requesting funds to assist with expenses for game
activity materials and supplies during its celebration event, which has an anticipated attendance
of approximately seven hundred students; and
WHEREAS, one of the goals for the Department of Liquor Control is to support public
and youth programs, whether through education, enforcement, or activities, which promote
compliance to liquor laws and responsible drinking; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Liquor Control to provide a grant to D.A.R.E. Hawaii for the aforementioned expenses relating
to its 2025 D.A.R.E. Day Celebration event in West Hawaii.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth herewith:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of the Department of Liquor Control and Director of Finance, and that
the Director of Finance is hereby authorized to make the necessary transfers in accordance with
the terms of this resolution.
