No. 135 Your Committee on Governmental Operations and External Affairs, to which was referred Communication No. 135, reports as follows: Communication No. 135, transmitted by Mayor C. Kimo Alameda, dated January 29, 2025, requests the Council's review and confirmation of Daniel Thomas to the Merit Appeals Board. Executive Assistant to the Mayor Micah Alameda was present in the Kona Chambers to introduce Mr. Thomas, who was also present in the Kona Chambers, to the Committee. Committee Member James Hustace thanked Mr. Thomas for his extensive community service and said that he believes his background in mediation serves this role well. He asked Mr. Thomas to speak about his experience in the past as a labor arbitrator. Mr. Thomas recounted a time when the Mayor fired all the janitors of City Hall in Anchorage, Alaska as well as some of his time serving with the Realtor's organization where he needed to arbitrate a number of cases where there were issues between realtors due to conflicts in their Code of Ethics. Committee Members Holeka Inaba and Ashley Kierkiewicz spoke in favor of the appointment. Pursuant to Article VII, Chapter 1, Section 7-1.2 of the Hawaii County Charter, members of the Merit Appeals Board shall be appointed by the Mayor and confirmed by the Council.
