Council on February 19, 2025, by vote as listed below:
Bill 16 (Draft 2): Amends Ordinance No. 06-28, Which Amended Section 25-8-33 (City of Hilo
Zone Map) Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code 1983 (2016 Edition,
as Amended) by Changing the District Classification from Agricultural (A-Ia) to Neighborhood
Commercial (CN-20) at Ponahawai, South Hilo, Hawaii, Covered by TMK: 2-3-036:018 (Por)
(Applicant: Kristin Frost Albrecht) (Area: 8 acres). Requests a ten-year time extension to
Condition D (Complete Construction) for the development of the Hawaii Island Agricultural
Innovation Park and Food Systems Campus. Ayes: Council Members Galimba, Hustace,
Kagiwada, Kdneali`i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba — 9;
Noes: None; Absent: None; Excused: None.
Bill 25: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2025. Appropriates revenues in the Animal Control
Private Contributions account ($2,000); and appropriates the same to the Animal Control account.
Ayes: Council Members Galimba, Hustace, Kagiwada, Kdneali`i-Kleinfelder, Kierkiewicz,
Kimball, Onishi, Villegas, and Chair Inaba — 9; Noes: None; Absent: None; Excused: None.
Bill 26: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2025. Increases revenues in the Federal Grants —
Housing Choice Emergency Voucher Program account ($250,000); and appropriates the same to
the Housing Choice Emergency Housing Voucher Program account, for a total appropriation of
$1,650,000. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali`i-Kleinfelder,
Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba — 9; Noes: None; Absent: None;
Excused: None.
