VNSY�OF k,1 <br />COUNTY OF HAWAII STATE OF HAWAII <br />�TEoi'N►.� <br />RESOLUTION NO. �® 25 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO ISLAND OF HAWAI`I <br />YMCA TO ASSIST WITH EXPENSES RELATING TO ITS YOUTH SAILING <br />PROGRAM. <br />WHEREAS, Island of Hawaii YMCA is a 501(c)(3) nonprofit organization committed <br />to strengthening community by empowering young people, improving the health and well-being <br />of people of all ages, and inspiring action in and across communities; and <br />WHEREAS, Hawaii Island has a legacy of sailing, and Island of Hawaii YMCA seeks <br />to sustain that tradition through a robust, safe program for the next generation; and <br />WHEREAS, since 1994, Island of Hawaii YMCA has conducted a Youth Sailing <br />Program that operates from South Kawaihae Harbor, serving approximately seventy students, <br />ages ten through seventeen, from across the island each summer; and <br />WHEREAS, the Youth Sailing Program expands recreational and educational <br />opportunities for the public by engaging participants in the fundamentals of sailing, including <br />onshore instruction, on -water practice, boat familiarization, safety training, teamwork, <br />communication, and environmental awareness; and <br />WHEREAS, safety rescue equipment that is essential for instructors of the Youth Sailing <br />Program to perform any necessary rescues in a timely manner while training is currently <br />unrepairable by Island of Hawaii YMCA; and <br />WHEREAS, Island of Hawaii YMCA is requesting funds to purchase a replacement <br />safety rescue dinghy boat and motor in support of its Youth Sailing Program; and <br />WHEREAS, one of the goals for the Department of Parks and Recreation is to provide <br />and/or facilitate a wide array of recreational opportunities and services that meet community <br />needs while maintaining the cultural uniqueness of our rich heritage; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 9 will be appropriated to the Department of <br />Parks and Recreation to provide a grant to Island of Hawaii YMCA for the aforementioned <br />expenses relating to its Youth Sailing Program. <br />
