HomeMy WebLinkAboutRES 097 Draft 01 2024-2026A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO ISLAND OF HAWAI‘I
YMCA TO ASSIST WITH EXPENSES RELATING TO ITS YOUTH SAILING PROGRAM.
WHEREAS, Island of Hawai‘i YMCA is a 501(c)(3) nonprofit organization committed to strengthening community by empowering young people, improving the health and well-being of people of
all ages, and inspiring action in and across communities; and
WHEREAS, Hawai‘i Island has a legacy of sailing, and Island of Hawai‘i YMCA seeks to sustain that tradition through a robust, safe program for the next generation; and
WHEREAS, since 1994, Island of Hawai‘i YMCA has conducted a Youth Sailing Program that operates from South Kawaihae Harbor, serving approximately seventy students, ages ten through seventeen,
from across the island each summer; and
WHEREAS, the Youth Sailing Program expands recreational and educational opportunities for the public by engaging participants in the fundamentals of sailing, including onshore instruction,
on-water practice, boat familiarization, safety training, teamwork, communication, and environmental awareness; and
WHEREAS, safety rescue equipment that is essential for instructors of the Youth Sailing Program to perform any necessary rescues in a timely manner while training is currently unrepairable
by Island of Hawai‘i YMCA; and
WHEREAS, Island of Hawai‘i YMCA is requesting funds to purchase a replacement safety rescue dinghy boat and motor in support of its Youth Sailing Program; and
WHEREAS, one of the goals for the Department of Parks and Recreation is to provide and/or facilitate a wide array of recreational opportunities and services that meet community needs
while maintaining the cultural uniqueness of our rich heritage; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 9 will be appropriated to the Department of Parks and Recreation to provide
a grant to Island of Hawai‘i YMCA for the aforementioned expenses relating to its Youth Sailing Program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth herewith:
