A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE ZONTA CLUB OF
HILO FOUNDATION FOR ITS DOMESTIC VIOLENCE THERAPY THROUGH ART PROGRAM.
WHEREAS, the Zonta Club of Hilo Foundation is a 501(c)(3) nonprofit organization whose mission is to empower women and girls through public service and advocacy; and
WHEREAS, the Zonta Club of Hilo Foundation, in collaboration with Child and Family Service and Temple Children, is implementing a Domestic Violence Therapy Through Art program utilizing
“The Place that Hurts and Glitters” platform of Swedish artist Ishtar Bäcklund Dakhil; and
WHEREAS, the Domestic Violence Therapy Through Art program will offer survivors of domestic violence free therapeutic workshops with artist Ishtar Bäcklund Dakhil, providing a safe space
for participants to express their personal experiences through visual art while fostering healing, artistic exploration, and mutual support; and
WHEREAS, the workshops will be held from the end of February through the end of March, then the collaborative artwork of the participants will be installed within the community as a
lasting representation of resilience and recovery; and
WHEREAS, the Zonta Club of Hilo Foundation is requesting funds for art instructor fees, acrylic paint, mixed-media paper, paintbrushes, and palette knives, as well as expenses for the
final artwork installation that include audio and video documentation, wood panels, paint, rollers, trays, and fasteners to secure the artwork in place; and
WHEREAS, the Office of the Prosecuting Attorney supports domestic and family violence prevention and intervention initiatives by identifying areas of need and working collaboratively
with other criminal justice agencies and community programs; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 1 will be appropriated to the Office of the Prosecuting Attorney to provide
a grant to the Zonta Club of Hilo Foundation for its Domestic Violence Therapy Through Art program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
