COUNTY OF HAWAII <br />STATE OF HAWAI`I <br />RESOLUTION NO. 1-3 2 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE ARTS AND <br />SCIENCES CENTER FOR ITS DRIVER'S EDUCATION TRAFFIC SAFETY FAIR IN <br />PAHOA. <br />WHEREAS, the Arts and Science Center (ASC) is a 501(c)(3) nonprofit organization <br />that supports community development, greater access to education, and improving the quality of <br />life through learning with aloha; and <br />WHEREAS, the Hawaii Academy of Arts and Science (HAAS) aims to educate, enrich, <br />and inspire the whole student to thrive by understanding the past, navigating the present, and <br />preparing for the future; and <br />WHEREAS, the ASC is working with HAAS to present Puna's inaugural Driver's <br />Education Traffic Safety Fair on Saturday, March 29, 2025, at the William "Billy" Kenoi District <br />Park Gymnasium in Pahoa to promote safe driving habits and community awareness; and <br />WHEREAS, the fair will host interactive learning experiences and simulations, hands-on <br />driving challenges, and safety demonstrations on key traffic concerns such as blind spot zones, <br />school bus safety, and Hawai`i's Move -Over Law; and <br />WHEREAS, the ASC is requesting funds for fair coordination, event photography, <br />complimentary food vouchers for attendees, sound system rental, paper goods, decorations, light <br />refreshments for resource booths, and printing costs for marketing materials; and <br />WHEREAS, the Department of Liquor Control supports drug -free and alcohol -free <br />events that enrich the lives of community members; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 4 will be appropriated to the Department of <br />Liquor Control to provide a grant to the Arts and Sciences Center for its Driver's Education <br />Traffic Safety Fair in Pahoa. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
