Testimony in Opposition to Bill 24
Hawaii County Council — March 6, 2024
Aloha Chair Inaba, Vice Chair Onishi, and Honorable Council Members,
My name is Jean McKeague, and 1 am submitting testimony in strong opposition to Bill 24. As
someone who has witnessed firsthand the profound impact of digital access on education, I am
deeply concerned about the unintended consequences this measure will have on our keiki and
our broader community.
After 30 years in the classroom, I understand the initial skepticism surrounding the role of
technology in education. However, I have also seen how access to the internet and digital
learning tools has transformed the way students engage with the world. Today, technology is not
simply an enhancement —it is a necessity.
Bill 24, as currently written, proposes the most restrictive setback and lot size requirements for
telecommunications infrastructure in the state. If passed without revision, it will significantly slow
the expansion of wireless networks and broadband access across Hawaii Island. This will have
devastating effects on students in underserved and rural areas, widening the digital divide and
restricting their ability to compete in an increasingly connected world.
The numbers speak for themselves:
• More than 68% of adults and 79% of children in Hawaii live in wireless -only households.
• 21 % of low-income families in our state lack internet access entirely.
For these students, broadband is not a luxury —it is a lifeline. It allows them to complete
homework, attend virtual classes, apply for scholarships, and pursue career opportunities.
Without it, they risk falling further behind simply because of where they live.
If we are serious about educational equity, we must ensure that Bill 24 does not create
unnecessary barriers to connectivity. I urge the Council to amend this bill in a way that prioritizes
digital access for our keiki and our future.
