Re: Comm. No. 160/Res. No. 92-25
Your Committee on Finance, to which was referred Resolution No. 92-25, reports as follows:
Resolution No. 92-25, transmitted by Finance Director Diane Nakagawa via Communication
No. 160, dated February 18, 2025, authorizes the acceptance of a donation of services to pursue
federal awards and assistance.
The donation of supportive, consultive, and technical services from Ulupono LLC, with an estimated
value of $90,000, would be used by the Office of Sustainability, Climate, Equity, and Resilience in its
pursuit of federal awards and funding opportunities.
Office of Sustainability, Climate, Equity, and Resilience Administrator Laura Acasio was present in the
Hilo Chambers and provided a brief overview of the resolution.
Committee Member Heather Kimball noted that during her past trip to Washington, D.C., she
recognized that our County is lagging behind other counties in leveraging external expertise for grant
applications and federal funding opportunities.
Committee Member Jenn Kagiwada asked if Ulupono LLC will be assisting the County with existing
grants that have not yet received funding. Ms. Acasio stated that she would need to look into that.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 92-25, and
recommends its adoption.
