Enclosed is a resolution to enter into an updated Memorandum of Understanding with the
Federal Bureau of Investigations ("FBI"). This MOU will allow the Hawaii Police Department
to continue the inter -agency collaboration with the FBI to identify and target for prosecution,
criminal enterprise groups responsible for drug trafficking and money laundering

A. REQUEST:
A Resolution authorizing the Mayor to enter into an intergovernmental agreement with the Federal Bureau of
Investigation ("FBI").
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)
Hawaii Revised Statutes, Section 46.7, requires Council approval to enter into agreements with federal or
state governments respecting action to be taken pursuant to any of the.powers granted by law to furnish,
expend, and receive any funds or other assistance in connection with projects being or to be undertaken
pursuant to those powers. The Hawaii Police Department (HPD) partners with the FBI on the Hawaii High
Intensity Drug Trafficking Area ("HI-HIDTK') to identify and target for prosecution criminal enterprise groups
responsible for drug trafficking and money laundering. The FBI and HPID would like to sign an updated MOU
on such to update points of contact.
