Enclosed is a resolution adopting the 2025-2029 County of Hawaii Consolidated Plan and 2025 Annual Action Plan and to authorize the Mayor to execute and submit the amended plans to HUD. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)� The 2O25-2O2SConsolidated Plan ise requiredshategicdpcumentfortheCountyofHawa/ibzrmceivefedena|pnoQrann funds from HUD. It identifies the County's housing and community development needs, setting priorities to support low - and moderate -income households, The plan also outlines how federalresources will bautilized bzmeet its housing, special needs, homeless, and community development goals in a way that improves the availability and affordability of decent, safe and sanitary housing within asuitable living environment. The Consolidated Plan includes the following federal funds: CDBGfunds will be utilized to encourage the development of viable communities by providing decent housing, suitable and safe living environments benefiting persons nflow and moderate income throughout the island ofHawaii, The ESG program is an allocation from HUD that is typically allocated to the State Department of Human Services Homeless Programs Office. However, because the State has declined the funding, the E8G funds are instead being distributed amongst Kauai, Maui, and Hawaii Counties, The ESG program's primary objective is to support activities that provide basic shelter and essential supportive services to individuals experiencing homelessness or at -risk of becoming homeless- TheHDN1EandHTFPnoQnams are anallocation from HUD, through the State ufHawaii Housing Finance and Development Corporation (HHFDC)received every three years on o rotation basis between Kauai. Maui and Hawaii Counties. The County's next allocation of HOME and HTF funds will be in PY2027, The HOME Program creates affordable housing for low-income households through a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people, The HTPProgram funds are used for the production ofaffordable housing through the mcquiait|on,new uonutruobon naconntcUon.and/orreh�biUbationofnon�uxuryhoumingvvi�heuitab|eaman�ieo.Thesefundap�h families m��esmiut� m that meet the requirements cf extremely -low income or3Opercent ofthe AKA(. Form#:B-52 7/18/91 The 2025 Action Plan, as part of the 2025-2029 Consolidated Plan, is submitted to HUD annually and includes the actual projects and activities that will be carried out with the County's PY2025 Federal program funds. Because the Federal budget has not yet been finalized, all funding amounts allocated hnprojects incorporated inthe Action Plan are estimates and are subject tochange based unthe final budget.
