Enclosed is a bill for an ordinance to be known as the Salary Ordinance of 2025. The
significant amendments are:
• Section 3 (B):
o added step O for pay grade EA-1
o added step M for pay grade EA-2
o increased all step salaries for pay grade AU
o added step P for pay grade LE-1
o added steps M, N, and O for pay grade CA-1
o added steps I, J, and K for pay grade CLA-1
o added step F for pay grade SA- I
• Minimum hourly rate increases effective January 1, 2026, as follows:
o level I - $16.00
o level II - $16.50
o level III - $17.00

Consolidated all student positions into one section titled Section 7.04 County of
Hawaii. Various Departments and Agencies.
o student hourly pay rates remain the same for any department/agency that budgets
and uses these student positions
o as a result of placing all student positions into one section:
■ removed Section 7.03 Department of Public Works
■ removed Section 7.04 Department of Environmental Management
■ removed Section 7.06 Department of Human Resource
■ removed Section 7.07 Department of Water Supply
■ renumbered Section 7.05 Department of Parks and Recreation as Section 7.03
