RESOLUTION ADOPTING THE 2025-2029 COUNTY OF HAWAI‘I CONSOLIDATED PLAN AND 2025 ANNUAL ACTION PLAN FOR THE COUNTY OF HAWAI‘I COMMUNITY DEVELOPMENT BLOCK GRANT, EMERGENCY SOLUTIONS GRANT,
HOME INVESTMENT PARTNERSHIPS AND HOUSING TRUST FUND PROGRAMS AND AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAI‘I TO EXECUTE AND SUBMIT THE CONSOLIDATED PLAN AND ANNUAL ACTION PLAN AND
ALL OTHER RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
WHEREAS, the County of Hawai‘i is a direct recipient of federal Community Development Block Grant (CDBG) Program and Emergency Solutions Grant (ESG) funds from the United States Department
of Housing and Urban Development (HUD); and
WHEREAS, the County is a recipient of HOME Investment Partnerships (HOME) Program funds through the State on a three-year rotating basis and anticipates its next allocation in 2027;
and
WHEREAS, the County is a recipient of National Housing Trust Fund (HTF) funds through the State on a three-year rotating basis and anticipates its next allocation in 2027; and
WHEREAS, it is required by HUD that the County submit a Consolidated/Action Plan, in accordance with Subpart C of 24 CFR Part 91, which include housing and homeless needs assessments,
housing market analysis, five-year goals and priorities, project monitoring procedures; and
WHEREAS, the Consolidated Plan is a five (5) year (2025-2029) plan that indicates the County’s goals and priorities for the use of CDBG, ESG, HOME and HTF funds for housing, homeless,
special needs and community development; and
WHEREAS, it is required by HUD that before the County of Hawai‘i receives its annual CDBG and ESG allocations, the County shall submit its yearly Annual Action Plan as required by the
Consolidated Plan; and
WHEREAS, the Annual Action Plan is a yearly plan that includes the actual projects and activities that will be carried out with the County’s CDBG, ESG, HOME and HTF funds; and
WHEREAS, the CDBG, ESG, HOME and HTF projects and activities must meet the priorities and objectives as described in the Consolidated Plan; and
WHEREAS, it is required by HUD that the County of Hawai‘i submit certifications assuring conformance to related rules, regulations and laws of the CDBG, ESG, HOME and HTF Programs; and
WHEREAS, a timely submission of the Consolidated/Action Plan for CDBG, ESG, HOME and HTF funds, in accordance with appropriate federal regulations, is necessary; and
WHEREAS, a copy of the 2025-2029 Consolidated Plan containing the 2025 Annual Action Plan is available on the County of Hawai‘i Office of Housing website; and
WHEREAS, Hawai‘i Revised Statutes, Section 46-7, requires that County departments obtain the consent of the Council to enter into agreements with the federal or state governments respecting
action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant
to those powers; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I, in accordance with section 46-7, Hawai‘i Revised Statutes, that the Mayor of the County of Hawai‘i is authorized to execute, on
behalf of the County, an agreement and related documents with the United States Department of Housing and Urban Development and the State of Hawai‘i Housing Finance and Development
Corporation for the 2025 CDBG, ESG, HOME and HTF funds.
BE IT FURTHER RESOLVED that the Mayor of the County of Hawai‘i is hereby authorized to execute and submit the 2025-2029 Consolidated Plan and 2025 Annual Action Plan and all other related
documents and agreements necessary in order for the County to receive its CDBG, ESG, HOME and HTF Program funding allocations from the United States Department of Housing and Urban
Development and State of Hawaiʻi Housing Finance and Development Corporation.
BE IT FURTHER RESOLVED that the County shall utilize the CDBG, ESG, HOME and HTF funds in accordance with program rules and regulations.
BE IT FURTHER RESOLVED that only the Mayor is designated to act as the representative of the County.
BE IT FINALLY RESOLVED, that the County Clerk shall transmit a copy of this resolution to the Office of Management, the Finance Department, and the Office of Housing and Community Development.
