RESOLUTION NO. 1-14 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAMAKUA HEALTH
CENTER, INC., FOR THE 2025 HONOKA'A WESTERN WEEK FESTIVAL.
WHEREAS, Hdmdkua Health Center, Inc. (HHC), is a 501(c)(3) nonprofit organization
that serves Hawaii Island by providing accessible, affordable, quality health care and
educational services with an emphasis on individual and community wellness; and
WHEREAS, HHC is partnering with the Honokaa Business Association to organize the
2025 Honoka'a Western Week festival, which is a celebration of paniolo culture that fosters a
true sense of community, tradition, and pride; and
WHEREAS, HHC is requesting funds for public outreach, and the following equipment
rentals: audio visual sound system, lighting, stage, tents, portable toilets, and trash dumpsters;
and
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI'I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District I are hereby transferred to the
Department of Parks and Recreation to provide a grant to Hdmdkua Health Center, Inc. for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

• this resolution.

The purpose of this project is to connect the Big Island community, as well as visitors, to the rich culture of the Hamakua coast. Our project aims to engage our
participants in the agricultural and paniolo heritage that our island is known for. Besides helping perpetuate our unique cultural traditions, we strive to educate and foster
our community in healthy and engaging ways.

Hamakua Health Center, Inc. serves Hawaii Island by providing accessible, affordable, quality health care and educational services with an emphasis on individual and
community wellness.

Reinforcing the values of community, HHC provides strong support of the Honoka`a and paniolo population through decades of service of individual and community
wellness. Such an annual event provides community wellness in celebrating its history and livelihoods of past, present and future, allowing for mental and emotional
health benefits, and the important educational opportunities throughout its event.

Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public
benefits and fulfills a public purpose within the County.

Besides helping perpetuate our unique cultural traditions, we strive to educate and foster our community in healthy and engaging ways. With ten days of events, we
have something for ever/one. At the Parade and Block Party alone, we include free educational and resource vendors for the estimated 2-3,000 attendees. Other
educational components include partnerships with the Honoka' a Heritage Center, Hawai' i Saddle Club, Ko Education Center, the Honoka' a Public Ubrary and the
Hamakua Youth Center to provide engaging learning for a variety of age ranges. These events help showcase the historic significance of our area and the importance of
paniolc lifestyle in our culture. Alongside the plethora of educational opportunities, we include cultural and artistic events, such as cooking contests, talent shows,
decorating competitions and more. We are committed to fostering a sense of community within our town and these events are a necessary component.
