Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 668 regarding the change of zone request by Suisan Company, Ltd. at Waiakea, South Hilo, Hawaii, TMK: 2-2-33 : 11, 12, 19 and 20, reports as follows : Bill No . 668 amends Section 25-114 (City of Hilo Zone Map) , Article 3 , Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification of approximately 112, 000 square feet of land from a Resort Hotel/Safety-750 square foot (V-S-.75) to a Limited Industrial-20, 000 square foot (ML-20) zoned district. The subject property is at the northeastern corner of the Piilani Street-Mililani Street intersection where the applicant proposes to consolidate the four subject properties into an approximately 112, 000 square-foot parcel to construct the following components of the proposed development: a one-story, 32, 000 square foot warehouse/storage facility; a two-story, 15, 210 square foot processing facility/office building; 6 paved loading areas adjacent to warehouse/storage facility; and 87 paved parking stalls . Also requested is a Special Management Area (SMA) Use Permit to allow the construction of a warehouse, fish processing plant, accessory office use, parking and related improvements . The proposed fish processing operation will include the processing of fish products into tempura, jerky, breaded fish, frozen fish fillets, and other products . The proposed warehouse/storage facility will provide for dry and cold storage of fish, processed fish products and other foodstuffs . According to the applicant, current fish marketing activities are limited to the sale of fresh fish, thereby subjecting the applicant to rely on the fluctuating supply and demand for fresh products . The proposed project would expand the demand for a variety of fish at all times of the year by providing a greater variety of fish products with longer shelf-lives that appeal to a broader market . Local fisherman would benefit from more stabilized pricing and additional employment opportunities would be created by the fish processing operations, all of which would enhance the diversification and stability of the county' s economic base in the fishing industry. PC REPORT NO , 325 ADOPTED : OCT 2 1 1992 4 y _ PC-325 Page 2 October 6, 1992 Odors created by these operations will be controlled by an "ozonator" which generates ozone to break down odor molecules . Waste generated by the fish processing activities will be refrigerated and contained for later composting or recycling by independent operators . Previous industrial uses on portions of the project site and ground disturbances associated with such uses reduces the possibility of any significant historical or cultural remains within the project site. Also, it is not anticipated that endangered species of flora or fauna are present . Although the Hilo Community Development Plan, adopted in 1975, suggests multiple family residential uses in the area at a density of 4 units per acre, conditions have changed over the years to justify an industrial district. In submitting a favorable consideration for the change of zone, the Planning Commission concurs with the Planning Director on the following: 1) The zone request conforms to the General Plan Land Use Pattern Allocation Guide (LUPAG) Map which designates the area for industrial uses and allows for the manufacturing and processing, wholesaling, large storage and transportation facilities, and light industrial uses; 2) The requested change of zone is consistent with the General Plan' s goals, policies and standards; 3) The property is adequately serviced by the county' s roadway, water and wastewater disposal systems . Public testimony supported Bill No. 668 . Your Committee on Planning is in accord with the intent and purpose of Bill No. 668 and recommends that it pass first reading.
