My name is Laura Mattery-Sayre, I am the Co -Founder and Executive Director for The -Daniel
R. Sayre Memorial Foundation, a 501 (C) 3 Non-profit, dedicated to saving lives in Hawaii.
I _2� begging the Council to please hear my voice and to not vote in favor of this BILL.
Law 264-101 PREVENTS vendors from setting up on our County or State highways. Note
attachment. This taw is there to prevent potential traff ic hazards and TO SAVE LIVESM do
of injuring or potentially killing members of our community. Ane Keohokalote Highway is a
major thoroughfare for our community and it is not conducive to significant side traffic
putting in and off of this road. Permits can be set up, but why would you ever want to do this
us, notputtingus in harm's way. Vendors can setup in your parking lot if you feelthat it is
necessary to have food trucks for the Civic Center and they would not create a traffic
hazard.
I also feet that this it violates our agreements with the County when the exercise corridor
was established with the support of Mayor Billy Kenoi. Frank and I have worked on this
exercise project for over 40 years as volunteers with PATH and Ironman because we all
realized that there was no safe place for our community to exercise, teach our kids to ride
bikes, or have a family stroll. Countless hours were spent with Mayor Steven Yamashiro
and every Mayor and Project Manager since his term as well as HELCO (to utilize their
corridor) and finally Mayor Kenoi helped us with our dream to have a park for this trail set
off safety on Ane K Highway. We planted trees with the help of Rotary and Ironman and we
took turns watering them every week to help them to live. It was in honor of our community
and a legacy to Billy Kenoi's efforts to give the West side of our Island it's first and ONLY
exercise corridor. It was intended to be a beautiful park, not a strip malt! This Bill is a toe in
the door for any vendor who wishes to occupy our beautiful parkway, permit or no permit.
when they already are not preventing the camping or the trash on the trait. No one that I
spoke to on our committee was consulted prior to this Bill being introduced. Already,
members of the community are telling me that they no longer want to exercise here
because of the homeless encampments with unleashed dogs and trash. It breaks my heart
to think that our 40 years of effort is now going to have unneeded vending trucks here as
well. Please vote NO!!!

§264-101 Vending from highways prohibited. (a) No person shall park or place a vehiclo or
structure wholly or partly on any highway for the purpose of selling the vehicle or structure or Of
selling therefrom or therein any article, service, or thing, thereby creating a hazardous condition
or a public nuisance or in reckless disregard of the risk of creating a hazardous condition or
public nuisance, The department of transportation may remove or require the immediate removal
of the vehicle or structure from the highway.
(b) The director of transportation, in the case of state highways, may, upon application in writing,
issue a written permit, subject to any terms and conditions imposed by the director, authorizing
the applicant to vend in the airspace, which includes the space above or below a highway, in the
State's interstate highway system.
(c) For the purposes of this section, "highway" means the entire width, including the berm or
