Deportations are here-- on March 6 there was a raid in West Hawai'i by Homeland Security and four people were taken for deportation. The founder of Aloha Latinos says there were also five raids before that. I raised numerous specific concerns about the MOOS in written testimony last time. Perhaps those concerns are addressed in amendments, which I was told will be proposed to Res. 74. But I can't find the amendments on the Council records website. I also don't see any form 73-001(as I said last time), though one MOU says it is attached. I did find a 73-001 online, and saw that it has checkboxes so you can include certain provisions and not others. But there is no way to know which boxes were checked for our MOUs. After reading comments from The Legal Clinic and ACLU I have even more concerns, such as: MOUs would not provide much training for police in immigration enforcement, so this could lead to racial profiling and civil rights violations. Also, police would not be paid any extra for time spent assisting with immigration cases. Looking at MOUs in other states, almost two-thirds led to racial profiling and other civil rights offenses, and over three-quarters led to abuse and inhumane conditions in detention facilities. Almost 1 out of 5 people in Hawai'i is an immigrant. About 40 to 50 thousand are undocumented. So again, thank you , Council, for taking time to get this right, Comm. Ref. To. _ Ref. oats MAR 18 2025
