I am Nancy Moser, a long-time resident of Hawaii County, since 1971, sequentially in locations of Ke'ei, Pepe'ekeo, Hilo, then with a caregiving break back to my parents' home in Honolulu, and now since 2016 in Waikoloa. I have reviewed the proposed Memorandum of Understanding between HPD and DHS HSI. I am not a lawyer, but as a community member I still have concern that this MOU in point #5 commits police officers of HPD to work jointly with HSI Special Agents "on investigations that fall within the purview of the investigative authorities of HSI". If I understand correctly, HPD's own purview and obligation as a county agency is to pursue criminal matters, and not the civil matters that are the bulk of HSI's purview. Expanding HPD's purview in this way can have damaging effects and siphon its resources. Our neighbors throughout this island are all precious, including those who are citizens and those who are not, or not yet, or those who are here temporarily for studies or business. I'm very concerned that any of us, including those with physical appearance that suggests to some that we "could be immigrants", can be caught up in the broad plan of mass deportations by federal agents. Efforts promised by the Trump administration are cruel, capricious, and are now punitively capturing people targeted merely for exercising their constitutional right to free speech. The massive federal efforts are not well targeted to violators of criminal laws. I do not want our valued police officers and their department to be snagged with responsibility, liability and complicity in carrying out any of this federal effort. Lots of damage to our community members, individuals and at large, can come from the promised federal actions against mass numbers of immigrants in general. I ask that you decline Resolution 74-25.
