No. 169/Res. No. 96-25 Your Committee on Finance, to which was referred Resolution No. 96-25, reports as follows: Resolution No. 96-25, transmitted by Finance Director Diane Nakagawa via Communication No. 169, dated February 28, 2025, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for multi -year leases for nine mid -size 4X4 trucks for the Department of Parks and Recreation. This resolution authorizes the Mayor to enter into five-year lease agreements with an approximate total monthly cost of $10,000, to transport staff between base yards and park facilities to perform maintenance and cleaning duties. Business Manager Charmaine Felipe and Finance Director Diane Nakagawa were present. Ms. Felipe provided some background on this matter. Committee Member Dennis "Fresh" Onishi mentioned that he met with the Parks and Recreation Director to discuss upgrading the equipment at the Hilo Municipal Golf Course and inquired whether Ms. Nakagawa was aware of these necessary replacements. Ms. Nakagawa confirmed that she had spoken to the Director, but they had not yet completed their research or evaluated the most beneficial options. Mr. Onishi asked if the vehicles being replaced would be auctioned off to the public. Ms. Nakagawa confirmed that they would be. Committee Member Holeka Goro Inaba raised concerns regarding the vehicle financing figures indicated, that they seemed incorrect. Ms. Nakagawa clarified that the amount stated in the resolution is merely an estimate. Mr. Inaba acknowledged this and emphasized the importance of ensuring that the figures in public documents are accurate, stating that if this represents a real expense, the total cost should be accurately documented in the public records.
