Notice is Hereby Given that the Hawaii County Council will be conducting this meeting via interactive
conference technology (ICT)pursuant to Hawaii Revised Statutes §92-3.5. Council Members will be
participating via ICT at the:
• Kona Council Chambers,West Hawaii Civic Center, 74-5044 Ane Keohokalole Highway, Building A
Members of the public may also attend from this location.
Public Attendance via Courtesy Site is available at the following locations:
• Ocean View Community Association, 92-8924 Leilani Circle;
• Pahoa Council Office, 15-2879 Pahoa Village Road; and
• Waimea Council Office,Parker Square, 65-1279 Kawaihae Road, Suite 109.
If a courtesy site is unavailable and/or participation is disrupted, the scheduled meeting will continue.
Oral Public Testimony via Zoom: To provide oral testimony via Zoom, email
councilremotetestimony@hawaiicounty.gov or call (808) 961-8255 to complete the registration process
and obtain meeting login information. Please contact our office to register by 12:00 noon, Monday,
April 7,2025.
Submitting Written Testimony: To ensure timely delivery to Council Members prior to the meeting,
written testimony must be submitted no later than 12:00 noon on Monday,April 7,2025, by: (1) email

FOR THE FISCAL YEAR JULY 1, 2025, TO JUNE 30, 2026
From Mayor C. Kimo Alameda, dated February 28, 2025, transmitting for
consideration the proposed Operating Budget for the County of Hawaii for the
Fiscal Year ending June 30, 2026. This balanced budget includes estimated revenues
and appropriations of$937,740,471, which represents a proposed 1.8 percent
increase compared to the Fiscal Year 2024-25 Operating Budget.

Bill 32: RELATES TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR
THE FISCAL YEAR DULY 1, 2025, TO DUNE 30, 2026
From Mayor C. Kimo Alameda, dated February 28, 2025, transmitting the proposed
Capital Budget for FY 2025-2026 and the Capital Improvements Program for
the next six years from Fiscal Year 2025-2026 to 2030-2031, which includes
81 projects requiring a total appropriation of$555 million of which $514.6 million
are intended to be funded in whole or part by bonds, $36.75 million to be funded by
Federal Grants, and $3.7 million to be funded by CBA (Community Benefit
Assessments)/Other.
