Re: Resolution to enter into a multi -year agreement

Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for a
multi -year agreement, consisting of three -years, with two option years for management and
operation of the fixed route transit system for the Mass Transit Agency. The selected contractor
will provide drivers to operate County -owned buses for specified routes and provide their own
buses and drivers to service the remaining routes. The selected contractor will also provide
management, personnel, dispatching, maintenance, and other services to ensure transportation
services are carried out. This service is integral in providing the Hawaii Island community with
a reliable and consistent transportation system.

A. BEQUEST:
Please prepare a resolution to enter into a multi -year contract for Fixed Route Transit Operations for a period
of three years with the option of two years to renew the contract. The purpose of this resolution is to ensure
the furnish of buses and the operations of fixed route services.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Mass Transit Agency has 23 routes that services the island and these routes consist of connector routes,
circulator routes, and commuter routes. A well -functioned public transportation system is vital for the
economy. Public transportation helps build the community, connects workers to jobs, customers to
businesses and opens -up a wider market for businesses hiring employees. for more than 40 years, MTA has
provided the Hele-On Bus service across the island with an emphasis on commuter trips.
MTA is seeking qualified firms to manage and operate the fixed route services. The RFP includes ten (10)
County owned ADA vehicles for the Contractor to provide services. In addition, the Contractor must provide
ADA buses to supplement Mass Transit Agency fleet to ensure transportation services are carried out. The
Contractor must provide management, personnel, dispatching, operations, facility, maintenance, insurance,
record keeping and reporting, cash collection and delivery to MTA, computer hardware and administrative
software, telecommunications equipment and system, and vehicles for driver relief and road calls.
