Kekai <br />Deputy Director <br />Enclosed is a bill for an ordinance to amend Ordinance 23-40, which amended Ordinance 22- <br />125, which authorized the Mayor to enter into an intergovernmental agreement for a State Water <br />Pollution Control Revolving Fund Loan (SRF) for financing wastewater improvement projects. <br />The purpose of this measure is to increase the authorized amount for these projects from <br />$17,000,000 to $52,000,000. Phase 1 of the project is going into construction and the State of <br />Hawaii, Department of Health (DOH) is able to loan the County of Hawaii additional SRF <br />funds for this project, freeing up general obligation bonds that are needed for other critical <br />projects. <br />The Department of Environmental Management requests that this bill be waived from the <br />Finance Committee and be placed on the April 16, 2025 Council agenda in order to meet the <br />DOH's obligation deadline.
