Your Committee on Finance, to which was referred Bill No. 37, reports as follows:
Bill No. 37, transmitted by Finance Director Diane Nakagawa via Communication No. 184, dated
March 13, 2025, amends Ordinance No. 24-32, as amended, the Operating Budget for the County of
Hawaii for the fiscal year ending June 30, 2025.
This bill increases revenues in the Fund Balance from Previous Year account ($70,000,000); and
appropriates the same to the Provision for Compensation Adjustment -General account. Funds would
be used to pay for Temporary Hazard Pay for all covered employees for work performed during the
COVID-19 pandemic from March 2020 to March 2022.
Finance Director Diane Nakagawa provided background on this matter.
Committee Members Ashley Kierkiewicz, Holeka Inaba, and Committee Chair Matt Kdneali`i-
Kleinfelder disclosed that they have relatives who will be receiving these benefits.
Committee Member Heather Kimball highlighted the challenges the department will experience when
calculating payments for each employee and questioned how comfortable they were with the
appropriated amount. Ms. Nakagawa stated that with the data provided, the estimate is conservative.
Ms. Kimball asked if the use of the word "conservative" meant an over -estimation. Ms. Nakagawa
confirmed.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 37, and recommends its
passage on first reading.
