HONORABLE CHAIRMAN AND MEMBERS
HAWAII COUNTY COUNCIL
HAWAII COUNTY BUILDING
HILO HI 96720
SUBJECT: TRAFFIC CODE AMENDMENT
Kukuau Street: Revised Speed Limits
We received a request to raise the existing 25 mph speed limit along Kukuau Street makai of Komohana
Street. A speed study was conducted, and we concur that the speed limit should be raised to 35 mph
from Komohana Street to Kumukoa Street. Since the sections of Kukuau Street makai of Kumukoa
Street are narrow, the existing 25 mph speed limit should remain.
Copies of the request, speed study and map are attached.
We ask for your review and consideration for adoption of the subject amendment. Should you have any
questions, please contact Richard Nishimura, Traffic Division Chief, at 961-8341.

COMPLAINT:
Complainant feels that the speed limit at Kukuau Street should be changed. It's hard going
down the hill at 25 mph. Even if you're not pressing the gas, you're still going over 25 mph.
Complainant feels that this should be changed.
Also, when officers give tickets on Kukuau, they are not consistent. Complainant has seen
officers just stop and warn someone who was going at least 50 mph; and yet give a ticket to
some old lady who was driving way less than 50 mph.
Complainant states that the officers themselves go over the speed limit when they drive
down. Complainant has reported these officers but states that he was told that the officers
were probably rushing to a call. Feels if that were so, officers should have their sirens or
blue lights on.
