Years ago, the County adopted a resolution to halt 5G small cells.They are a novel and an untested technology that has raised alarm around the world and caused dozens of local jurisdictions across the country to regulate deployments. Wireless technology is changing and the ordinance must be up to date. Big Island needs an ordinance that includes small cells. Previously in the PCLUED meeting Feb. 4, the Planning Director cited HRS 206N, Subsection 4, as the reason small cells couldn't be regulated. However HRS 206N Subsection 1:APPLICABILITY only applies to mounting small cells on publicly owned poles. Most utility poles are owned by Hawaiian Electric Ind., a private company.
