Testimony in OPPOSITION of Resolution 74 - 25: ICE MOU.

Aloha Council Members and Mayor,
My name is Patricia Hack and I am writing in strong opposition to Resolution 74 - 25: ICE MOU
because it will negatively impact our Hawai'i community.
The proposed collaboration between Police and ICE will shatter the very foundation of our
community, turning our neighborhoods into zones of paralyzing fear. Imagine the terror that will grip
families, where every knock on the door, every flashing light, sparks panic. This partnership will ignite
profound mistrust in law enforcement, transforming those sworn to protect us into agents of fear. Tax
dollars, meant to bolster our safety, will instead fund the systematic dismantling of families, leaving a
trail of trauma, especially among our vulnerable keiki. Victims of crime will cower in silence, afraid to
seek help, and witnesses will vanish, leaving justice unattainable. This policy will silence victims and
witnesses, severing the vital threads of community cooperation, and echoing the dark chapters of
historical injustice. We must ask: are we willing to sacrifice the well-being of our community, the
integrity of our justice system, and the fundamental rights of our residents for this destructive alliance,
this deliberate infliction of pain? We must resist this darkness.
I strongly urge the committee to oppose Resolution 74-25 and protect the integrity of our local law
enforcement.
