deportation activities. There is nothing prohibiting Hawaii from refusing this cooperation and becoming a
Sanctuary City/State. In fact, its been shown that Sanctuary Cities are safer.
HIPID must refuse to provide any assistance to the FBI, ICE or HIS in conducting any assistance,
investigation or enforcement action associated with any questioning, detaining, arresting or deporting
any immigrant, for simply being undocumented!
Hawaii County and Hawaii State need toconstruct aSanctuary City/State inmnnadiotok/to(fronnAnlahcan
Immigration Council):
Restrictthe ability of state and local police to make arrests for federal civil. immigration vioLations, orto
detain individuals on civit immigration warrants;
Prohibit "287(g)" agreements through which Immigration and Customs Enforcement (ICE) deputizes
local law enforcement officers toenforce federal immigration law;
Prevent Local governments from entering into a contract with the federal government to hold immigrants
in detention;
Prevent immigration detention centers;
Restrict poUceorother city workers from asking about immigration status;
Restrict the sharing of certain information on immigrants with the federal government;
Restrict local police responses tufederal immigration datainera; and
Refuse to atlow ICE into local jaiLs without a judicial warrant.
HPD needs to refuse to engage in any activity with ICE or HIS that results in the fo[Lowing:
Snatching upofotherwise law-abiding immigrants anywhere anytime,
Moving detained immigrants to distant detention facilities without due process,
Hoidingdetained immigrants longer than normal due tonodocuments,
Arresting undocumented immigrants simply for expressing their views,
Entering any school, church or other sanctuaries simply to arrest otherwise law-abiding immigrants,
and/or
Any action that does not preserve immigrants' legally required due process.
PLEASE construct Resotutions and MOUs to be in line with the 11 Sanctuary States that already limit
cooperation with federal immigration enforcement (California, Colorado, Connecticut, Illinois,
a Sanctuary City already? comal.

now in jeopardy mostly due to no fault of their own. Our immigration policies are so severely broken, that
there is no fair and expeditious way for them to obtain proper documentation. Thus they are thrust into
this cruet dilemma.
Without Sanctuary, undocumented immigrants will be fearful and a whole host of disastrous and
cascading events will ensue. They won't go to work. Their children won't go to school. They won't go to
the doctor. They won't show up for civil court. They won't report crimes or seek police protection even
when warranted. And there will be MORE poverty and crime as they try to live in the shadows without
income. These are already marginalized people who will be forced into deep, deep dispair! It's been
shown over and over that Sanctuary Cities are actually SAFER!
PLEASE! Have the courage to push back against Trump's fascist deportation. Geez! This is the ALOHA
State! Why aren't we a Sanctuary State already!
