A RESOLUTION REQUESTING THE DEPARTMENT OF WATER SUPPLY TO DEVELOP AND MAINTAIN AN ONLINE SYSTEM THAT DISPLAYS GENERAL WATER AVAILABILITY COUNTY-WIDE, INCLUDING NUMBER OF UNITS, ACTIVE
COMMITMENTS, AND DEVELOPER AGREEMENTS.
WHEREAS, access to reliable, transparent, and up-to-date information about water availability is critical for effective planning, responsible development, and public trust; and
WHEREAS, water availability plays a significant role in determining the feasibility of housing, infrastructure, and commercial projects in the County of Hawaiʻi; and
WHEREAS, the Department of Water Supply is the agency primarily responsible for managing the County’s water resources and issuing water commitments; and
WHEREAS, community members, landowners, developers, and government agencies often seek timely information regarding the number of water units available in a particular area, the number
of active water commitments, and any existing developer agreements that may impact water allocation; and
WHEREAS, the absence of a centralized and accessible source for such data can lead to confusion, inefficiencies, and delays in both public and private sector planning efforts; and
WHEREAS, the creation of an online system hosted and maintained by the Department of Water Supply would enhance transparency, accountability, and coordination among stakeholders by providing
regularly updated information regarding the following:
The number of water units generally available in each service area;
The number and nature of active water commitments; and
Existing developer agreements that may affect water availability or allocation; and
WHEREAS, such a system would be a valuable planning tool that promotes informed decision-making and supports the County’s long-term goals for sustainable development and water resource
management; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that it hereby requests the Department of Water Supply to develop, implement, and maintain an online system accessible to the public
that provides general information about water availability across the County, including the number of water units available, active water commitments, and relevant developer agreements.
BE IT FURTHER RESOLVED that the Department of Water Supply is encouraged to include historical data, user-friendly visual tools such as maps and charts, and regular updates to ensure
accuracy and ease of understanding.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Mayor C. Kimo Alameda; Manager-Chief Engineer Keith Okamoto, Department of Water
Supply; and the Water Board.
