REPORT OF THE COMMITTEE ON <br /> GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br /> DATE: April 15,2025 Re: Comm.No. 227 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:01 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo,Hawai`i 96720 <br /> Your Committee on Governmental Operations and External Affairs,to which was referred Communication <br /> No. 227,reports as follows: <br /> Communication No. 227,transmitted by Mayor C. Kimo Alameda, dated March 27,2025,requests <br /> the Council's review and confirmation of the nomination of David F. Bruno to the Board of Ethics. <br /> Executive Assistant to the Mayor Micah Alameda was present in the Kona Chambers to introduce <br /> Mr. Bruno,who was also present in the Kona Chambers,to the Committee. During Mr.Bruno's introduction <br /> he disclosed that he is married to Kendra Bruno who is working as Council Aide to Council Member <br /> James Hustace. <br /> Committee Member Matt Kaneali`i-Kleinfelder asked if Mr. Bruno saw a potential conflict of interest in <br /> serving on the Board of Ethics while his wife is working for a Council Member. Mr. Bruno said that as a <br /> lawyer he understands conflicts of interest and if anything came before the Board of Ethics concerning <br /> Member Hustace that could be a potential conflict,then he would recuse himself from anything based on that <br /> close relationship. <br /> Committee Members James Hustace and Holeka Inaba spoke in favor of the appointment. <br /> Pursuant to Article XIV, Section 14-5(a) of the Hawaii County Charter,members of the Board of Ethics shall <br /> be appointed by the Mayor and confirmed by the Council. <br /> Your Committee on Governmental Operations and External Affairs is in accord with the purpose and intent of <br /> Communication No. 227, and recommends confirmation of the appointment of David F.
