Re: Comm. No. 159/Bill No. 32
Your Committee on Finance, to which was referred Bill No. 32, reports as follows:
Bill No. 32, transmitted by C. Kimo Alameda, via Communication No. 159 dated
February 28, 2025, relates to public improvements and financing thereof for the Fiscal Year
July 1, 2025, to June 30, 2026.
This bill transmits the proposed Capital Budget for Fiscal Year (FY) 2025-26, and the Capital
Improvements Program for the next six years from FY 2025-2026 to 2030-2031, which includes
81 projects requiring a total appropriation of $555 million of which $514.6 million are intended
to be funded in whole or part by bonds, $36.75 million to be funded by Federal Grants, and
$3.7 million to be funded by CBA (Community Benefit Assessments)/Other.
This bill includes the mayor's transmittal letter that describes "Funding Sources," "Debt
Service," "Capital Improvement Project," "Project Data/Financial Impact Statements," and "Fair
Share Contributions."
On May 20, 2025, pursuant to Section 10-4 of the Hawaii County Charter, the Council will
conduct a public hearing on the proposed Operating and Capital Budgets at the Hawaii County
Building in Hilo and provide videoconferencing at the West Hawaii Civic Center in Kailua-
Kona.
On April 8, 2025, Mayor C. Kimo Alameda presented this proposed budget on the first day of
the Departmental Budget and Program Reviews.
On April 8, 9, 10 and 11, 2025, Your Committee reviewed the proposed Operating and
Capital Budgets during the Departmental Budget and Program Reviews, then moved to
Council with a positive recommendation to be heard on May 22, 2025.
County Clerk Jon Henricks confirmed that pursuant to Section 10-2(a)(5) of the Hawaii County
Charter, the Mayor will be submitting an amended budget on May 5 before proceeding with
amendments. Amendments, if any, may be transmitted for consideration at or prior to first
reading at the May 22, 2025, Special Meeting of the Council.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 32, and
recommends its passage on first reading.
