Subject: Waikoloa 2nd arterial road project
To Hawai'i County Councilmembers:
As a concerned Waikoloa Village resident, I urge you to take
immediate action to advance the
second arterial road project for Waikoloa Village by including
$2.5 million in the 2025 Capital Improvement Budget to
complete the engineering needed for the final design and cost
estimate and the environmental and cultural resource review.
These steps must be completed before funding for construction
can be included in future year budgets.
This critical step is necessary to ensure the project's timely
completion and to address the growing safety risks for our
community.whe current single access point at Paniololwaikoloa
Road is inadequate, as demonstrated during the 2021 fire
evacuation. With new housing developments underway, delays
in completing a second arterial road will put all Village
residents especially those in the north at greater risk during
emergencies. We cannot afford to wait any longer.
Thank you for your time and attention to this urgent matter. I
respectfully request that you address this issue and ensure the

safety of Waikoloa Village residents. Your leadership on this
project is vital to
protecting our community.
