Dear Members of the County Council,
| am writing to urge your immediate support for the allocation of $2.5 million dollars for the crucial first phase
ofthe 2md Road for VVeiko|mo proposed project, which includes engineering plans, environmental reviews,
and cultural impact assessments. These foundational steps are essential; without them, our ability to move
forward with construction funding infuture budgets is jeopardized.
This project is not merely mninfrastructure neoeaaii\< it directly impacts public safety. Since the year 2DOO
we have been promised infrastructure to support the building of single family homes, condos and affordable
housing. | have survived the wildfires ofVVaiko|oain2DO5and 2O2l However each year nothing indone to
provide away toescape.
Asoresident of Waikoloa for25 years, who serves oothe sworn Hawaii Police Department Chaplain for Area 2,
auwell aothe Lead Pastor ofAbundant Life Ministries, and the Vice President ofthe VVoiko|oaVillage
Homeowners Association, representing 3222 Households, I have had to provide mental health support and
counseling after the above mentioned wildfires. Children were scared for weeks afterward. Mothers/Fathers
were infear oflosing their loved ones. The emotional and physical demands of Police Officers and Fire Fighters
took it's toll.
We are grateful for the Hulu Street evacuation route, nevertheless it took over 1.5 hours to evacuate our 3500
citizens trying to escape the heat, smoke inhalation, panic and disorientation, lack of access to emergency
services, exposure and delayed evacuations. Each year vvedelay increases the risk ofaccidents and potential
tragedies for our community. We have a responsibility to ensure the safety and well-being of our residents.
Uimplore you toprioritize this funding imthe 2025 budget discussions. Let uaact decisively toprotect our
community and invest in a safer future. Do the right thing, be pono and respond with aloha.
