Our single point of access makes rapid evacuation in the event of a fast-moving fire a dire concern. The County itself recognized this critical vulnerability in the 2008 Waikoloa Village Plan, designating a second access road as a "very high priority." Seventeen years later, this priority remains unfunded. We implore you to include funding for the initial engineering of Waik6loa's second arterial road in the 2025 Capital Budget. This is not merely our fear; it is the County's own acknowledged necessity.
