The County of Hawaii has been awarded $270,000 in federally -derived funds from the State of
Hawaii Department of Transportation for a Federal Transit Administration Section 5304
Formula grant. These funds will be used for the planning of the Pahoa Transit Hub.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill
for an ordinance amending the Operating Budget by appropriating this $270,000 grant.

A. REQUEST:
This is a request to enter into an agreement with the Hawaii Department of Transportation (HDOT) for an
awarded grant by the Federal Transit Administration (FTA) in the amount of $270,000.
Please create an Ordinance to appropriate $270,000.00 for the period covering July 1, 2024 - June 30,2025.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Mass Transit Agency will be receiving FTA Section 5304 funds to be used for the planning of the Pahoa
Transit Hub. The grant funds is to cover the consultant services and Project Administration, The consultant
will prepare a planning document with an enviromental assessment and 30% desgin. The project
administration is the administrative costs to Prepare a Request for Proposals (RFP) and select a consultant
team.
