Re: Agreement with the State of Hawai`i's Department of Transportation with Grant of a Real
Property License or Permit for Installation and Maintenance of Charging Stations
Enclosed is a resolution to enter into an agreement with the State of Hawai`i's Department of
Transportation (DOT). This agreement is to allow DOT to install and maintain National Electric
Vehicle Infrastructure ("NEVI") Charging Stations at the Ho`olulu Complex, the West Hawaii
Civic Center, and the Waimea Civic Center.

Per HRS Section 46-7, permission to enter into a five year agreement (with possible options to extend) with
the Department of Transportation ("DOT") granting permission to DOT for the installation of National Electric
Vehicle Infrastructure ("NEVI") at various locations owned or operated by the County ofHavvai1. The County
also seeks to grant areal property license mrpermit toDOT under HCCSection 2-12U(aX4l
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS. AS NEEDED),
There is no cost to the County. DOT has a contract whhSusbainobUdv Partners via a Federal -Aid Project.
The Counh/, collectively the departments of Parks and Recreation, Public Works, and Po|km, merely need to
grant permission to DOT toenter the property and ino\oU the equipment. This installation includes potential
servicing ofthe equipment over the included five year period ofthe K8(]4. The K4C)Amay beextended for
additional five year periods (options to extend) if funding remains in place for DOT to continue servicing the
NEVI stations, |ffunding were b]cease, itiSpossible that DOT would seek boremove the NEVI stations. At
this time, DOT is only seeking a five year MOA granting permission to DOTto install and service these NEVI
stations at the Ho'u|u|uConnp|ox` VV*ot Havvai'i Civic Center and the VVmimnaa Civic Center.
