am Carolyn Silan, a resident of Waikoloa Village. 1 lived in Lake Tahoe, CA when a fire ripped through the
canyon leading to our beautiful town. It was a similar situation as we have here in Waikoloa as there was
only one way out when the evacuation orders were made. Town was paralyzed at a time when time was of
essence. This is also what led to the Paradise fire deaths. Without a second road, there will be blood on
your hands at some point. I beg of you to vote for funding for the initial engineering of Waik6loa's second
arterial road to be included in the 2025 Capital Budget.
