HomeMy WebLinkAboutRES 143 Draft 01 2024-2026JNZ-4 Of 0, COUNTY OF HAWAI`I STATE OF HAWAI`I �rE•OF •N►•M RESOLUTION NO. 143 25 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO DOMESTIC VIOLENCE HURTS ANIMALS AND PEOPLE FOR ITS HUMANE EDUCATION INITIATIVE. WHEREAS, Domestic Violence Hurts Animals and People (DVHAP) is a 501(c)(3) nonprofit organization dedicated to bring harmony to families and give a voice to those who cannot speak by providing awareness campaigns and educating children on fostering positive relationships with animals; and WHEREAS, DVHAP is requesting funds to assist with expenses for humane education curricula, a printer, paper, ink cartridges, water bowls, treats, towels, leashes, harnesses, and fuel for transportation, to provide humane education lessons to elementary school -aged children to teach them that animals have feelings, which will serve a public purpose by benefiting, improving, or promoting the interests of educational concerns and public health and welfare of the people and the environment; and BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 8 are hereby transferred to the Animal Control and Protection Agency to provide a grant to DVHAP for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,055 OUT AND FROM: 010.101.5101.91 Clerk -Council SVC — Contingency Relief 010.239.5239.01 Animal Control and Protection Agency Animal Control 115 Misc. Following the model of successful mainland non -profits, and using materials from the Institute for Humane Education, Domestic Violence Hurts Animals and People will be launching a Humane Education program. This new initiative is dedicated to teaching elementary school -aged children that animals have feelings. Our goal is to develop lesson plans for local 3rd through 5th grade classrooms, adapting existing lesson plans used on the Mainland to address local situations. For this project, we will plan recurring visits to two schools in District 8 where DVHAP has installed fences under a separate initiative, to tie our two programs together. We will enlist cooperation of local elementary teachers to enable DVHAP volunteers to teach a series of half-hour lessons in their classrooms on how to identify a dog's feelings. This will show keiki that dogs experience fear, loneliness, hunger, pain, and anger as well as happiness, affection, and satisfaction. When keiki learn to identify feelings in animals, it leads to them being more aware of feelings in humans. It's a known fad that individuals who willingly harm animals often will become criminals who harm people. By having experiences that help them learn about the feelings of animals, statistics show children are less likely to become violent toward them and also toward humans. * 51. 501(c)(3) Mission Statement Domestic Violence Hurts Animals and People (DVHAP) strives to bring harmony to families and give a voice to those who cannot speak. Through public policy action and awareness campaigns, we educate children on fostering positive relationships with animals. *52.
