RESOLUTION NO. 1.47 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HILO BAYFRONT
TRAILS TO PURCHASE A DEVICE THAT COUNTS PEDESTRIANS AND CYCLISTS.
WHEREAS, Hilo Bayfront Trails is a 501(c)(3) nonprofit organization dedicated to
planning, developing, and advocating for a comprehensive, environmentally responsible, and
accessible multi -modal trail system in Hilo and East Hawaii; and
WHEREAS, the team of volunteers for Hilo Bayfront Trails have created over two miles
of multi -use paths in Hilo and want to expand the trails to serve even more community members
but are lacking accurate data on how the trails are being used; and
WHEREAS, Hilo Bayfront Trails is requesting funds to purchase a device that counts
pedestrians and cyclists in order to collect data and monitor trail activity; and
WHEREAS, the Department of Parks and Recreation provides diversified recreational
activities that address the needs and interests of the respective communities in a safe and
welcoming environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Parks and Recreation to provide a grant to Hilo Bayfront Trails to purchase a device that counts
pedestrians and cyclists.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
