RESOLUTION NO. 1419
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAI`I
INTERNATIONAL SCIENCE EXPERIENCE TO ASSIST WITH EXPENSES
RELATING TO ITS FIVE-DAY SCIENCE EXCURSION AROUND HAWAI`I ISLAND.
WHEREAS, Hawaii International Science Experience (RISE) is a 501(c)(3) nonprofit
organization that aims to boost student confidence and inspire science, technology, engineering,
and mathematics learning and potential careers on Hawaii Island; and
WHEREAS, RISE will conduct a five-day science excursion around Hawaii Island for
over 50 students from Japan, Singapore, New York, Waiakea High School, Hilo High School,
Kamehameha Schools Hawaii, Parker School, and Kealakehe High School, which will also
include 20 educators and advisors and 30 student and community volunteers; and
WHEREAS, the excursion is scheduled for July 16-20, 2025, and will explore cutting -
edge science and sustainability practices, new partnerships and collaborations, and Hawai`i's
unique natural resources, island culture, and history; and
WHEREAS, HISS is requesting funds to assist with expenses for its five-day excursion
that include transportation expenses for the student board and their advisors to explore and assess
the initiatives and locations for the RISE excursion, fees and travel expenses for the science
speakers, and supplies and tools for the science excursion; and
WHEREAS, one of the goals of the Department of Liquor Control is to support youth
programs that promote public safety, education, and responsible lifestyle choices in alcohol- and
drug -free environments; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Liquor Control to provide a grant to HISS for the aforementioned expenses relating to its five-
day science excursion around Hawaii Island.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
