A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO SPECIAL OLYMPICS
HAWAI`I, INC., TO ASSIST WITH EXPENSES FOR THE WEST HAWAI`I
REGIONAL SOFTBALL TOURNAMENT.
WHEREAS, Special Olympics Hawaii, Inc. (SOH), is a 501(c)(3) nonprofit
organization that is dedicated to providing year-round sports training and athletic competition in
a variety of olympic-type sports for children and adults with intellectual disabilities, giving them
opportunities to develop physical fitness, demonstrate courage, experience joy and participate in
a sharing of skills, friendship with family, other Special Olympics athletes, and the community;
and
WHEREAS, SOH is requesting funds to assist with expenses for lunches for athletes,
coaches, and volunteers, refreshments, lei, rental of a sound system and generator, DJ services,
award ribbons, tents, and coolers, to provide a platform for athletes to showcase their abilities
together with coaches and volunteers from across the region, fostering a sense of community and
inclusion, which will serve a public purpose by benefiting, improving, or promoting the interests
of needs of the poor, youth, the aged, and those with physical or emotional disabilities; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 8 are hereby transferred to the
Department of Liquor Control to provide a grant to SOH for the expenses and purposes
identified in "Exhibit A," a (,opy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

Special Olympics West Hawaii's Regional Softball Tournament provides a platform for athletes to showcase their abilities. The event will offer lunches, snacks, fruit,
hydration, and awards to support the well-being of participants. This annual tournament brings together athletes, coaches, and volunteers from across the region,
fostering a sense of community and inclusion.

The mission of Special Olympics is to provide year-round sports training and athletic competition in a variety of Olympic -type sports for children and adults with
intellectual disabilities, giving them continuing opportunities to develop physical fitness, demonstrate courage, experience joy and participate in a sharing of gifts, skills,
and friendship with their families, other Special Olympics athletes and the community.

Special Olympics West Hawaii organizes this regional softball tournament each year, serving the entire island. The organization is dedicated to providing year-round
sports opportunities for individuals with intellectual disabilities. This tournament will involve over 150 athletes, along with their coaches and volunteers, and is a key
event for community engagement and athlete participation.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public
benefits and fulfills a public purpose within the County.

The outcomes for the Regional Softball Tournament include improved athlete performance in areas such as batting, running, and defense, as well as retention and
growth in athlete participation. We aim to engage the community through increased volunteer involvement and provide opportunities for coach and volunteer
development. Success will be measured through skill Improvement, participation rates, and community engagement levels.
