COUNTY OF HAWAII <br />RESOLUTION NO. 1(; 3 25 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS <br />COMMUNITY DEVELOPMENT GROUP FOR THE 2025 HILO LEI DAY FESTIVAL. <br />WHEREAS, the Grassroots Community Development Group (GCDG) is a 501(c)(3) <br />nonprofit organization that works to strengthen communities through the cooperative <br />development of programs and services for East Hawaii, especially for youth and families; and <br />WHEREAS, GCDG is working in partnership with the organizers of the Hilo Lei Day <br />Festival, which is a free community event that honors and perpetuates the history and artistry of <br />lei making and its Hawaiian cultural foundation based in agriculture, native plants, and medicinal <br />lore; and <br />WHEREAS, the 20th anniversary of the Hilo Lei Day Festival will be held on May 1, <br />2025, at Kalakaua Park, Hilo's historic town square; and <br />WHEREAS, GCDG is requesting funds to cover fees for a lei practitioner coordinator <br />and to purchase lei -making materials; and <br />WHEREAS, the Department of Liquor Control supports organizations that promote <br />family -friendly events and activities in a drug -free and alcohol -free environment; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 3 will be appropriated to the Department of <br />Liquor Control to provide a grant to the Grassroots Community Development Group for the 2025 <br />Hilo Lei Day Festival. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
