RESOLUTION NO. 1(; 3 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS
COMMUNITY DEVELOPMENT GROUP FOR THE 2025 HILO LEI DAY FESTIVAL.
WHEREAS, the Grassroots Community Development Group (GCDG) is a 501(c)(3)
nonprofit organization that works to strengthen communities through the cooperative
development of programs and services for East Hawaii, especially for youth and families; and
WHEREAS, GCDG is working in partnership with the organizers of the Hilo Lei Day
Festival, which is a free community event that honors and perpetuates the history and artistry of
lei making and its Hawaiian cultural foundation based in agriculture, native plants, and medicinal
lore; and
WHEREAS, the 20th anniversary of the Hilo Lei Day Festival will be held on May 1,
2025, at Kalakaua Park, Hilo's historic town square; and
WHEREAS, GCDG is requesting funds to cover fees for a lei practitioner coordinator
and to purchase lei -making materials; and
WHEREAS, the Department of Liquor Control supports organizations that promote
family -friendly events and activities in a drug -free and alcohol -free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to the Grassroots Community Development Group for the 2025
Hilo Lei Day Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
