A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS
COMMUNITY DEVELOPMENT GROUP FOR THE 2025 HILO LEI DAY FESTIVAL.
WHEREAS, the Grassroots Community Development Group (GCDG) is a 501(c)(3) nonprofit organization that works to strengthen communities through the cooperative development of programs
and services for East Hawai‘i, especially for youth and families; and
WHEREAS, GCDG is working in partnership with the organizers of the Hilo Lei Day Festival, which is a free community event that honors and perpetuates the history and artistry of lei
making and its Hawaiian cultural foundation based in agriculture, native plants, and medicinal lore; and
WHEREAS, the 20th anniversary of the Hilo Lei Day Festival will be held on May 1, 2025, at Kalākaua Park, Hilo’s historic town square; and
WHEREAS, GCDG is requesting funds to cover fees for a lei practitioner coordinator and to purchase lei-making materials; and
WHEREAS, the Department of Liquor Control supports organizations that promote family-friendly events and activities in a drug-free and alcohol-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 3 will be appropriated to the Department of Liquor Control to provide a grant
to the Grassroots Community Development Group for the 2025 Hilo Lei Day Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

authorized to make the necessary transfers in accordance with the terms of this resolution.
