Aloha Honorable Members of the Hawaii County Council,
I am writing to express my full and enthusiastic support for the nomination of David Bruno to the Hawaii
County Board of Ethics.
Over the course of my correspondence and collaboration with Mr. Bruno, 1 have come to know him as an
individual of high moral character, measured thought, and deep civic responsibility. His careful attention
to ethical questions, fairness, and transparency is matched by his willingness to listen thoughtfully and
engage constructively with diverse community voices. 1 have had many personal experiences with Mr.
Bruno where he has demonstrated an ability to look at issues from all sides. Indeed, he and 1 hold quite
distinct opinions on a locally important issue (golf) but 1 always find him to be a fair and measured
advisor no matter how passionately I share my opinions!
The purpose of the Board of Ethics is to interpret and uphold the County's Code of Ethics, receive and
initiate complaints, conduct hearings, and issue opinions. Board members must interpret complex
issues with clarity, demonstrate impartiality, and hold an unwavering commitment to public trust. Mr.
Bruno embodies each of these qualities. His long-standing dedication to community well-being and
public integrity makes him exceptionally well -suited to serve in this important role.
I believe David Bruno will bring wisdom, diligence, and a strong ethical compass to the board's
deliberations. He understands the importance of public confidence in government and will serve as a fair
and principled voice in ensuring that County officials and employees adhere to the highest standards of
conduct.

Bruno's appointment and am confident that he will make a valuable contribution to the Hawaii County
Board of Ethics.
