Honorable Chair and Members of the Council:
My name is Paula Helfrich and 1 have resided in Hawaii Court %,'ears.
_'v1y family and I are strongly in favor of continuance of the to., ding
program for marijuana eradication. In addition, since Harvai ted a
High Intensity Drug Trafficking Area, we believe the Count!
Department should petition for designation of Weed and Seed
through US Dept. of justice, p-esently being tested on Oahu.
We live on the edge of consort ation lands and spend a Brea' tt in
the forest areas off Stainback Hi-hway, Waiakea-Uka and Pan.= can
see the difference these aeri-.l patrols have made in contrclliti, 11 11
production, and in providing safety for visitors in the forest.
I believe the aerial patrols 1,-;ve declined by about 20,E lit re.ci'
matching a similar decline in marijuana production. Poi hay;
should consider a 5-year Plat !inking eradication ivitlt tewe; f
providing area residents ~%ith incentive to discourage p-ci iI c ~
immediate neighborhoods.
The County might also conc~c',er consulting new :emote scnsi ogy
to determine the effectivernzCs :.,f ground-based eradication. mlol;y
has proven enormous potetJ, to provide a great :zeal of infcI low
