SUBJECT: Recommendations for Waiwai Nonprofit Grant Organizations
for FY 2025-2026
Enclosed for your review and consideration are the Legislative Approvals and Acquisitions
Committee (LAAC) recommendations for FY 2025-2026 appropriations for grants to nonprofit
organizations. These recommendations were made after reviewing all eligible applications
provided by the Department of Finance via Communication Nos. 100.1 and 100.2.
In accordance with Chapter 2, Article 25, Section 2-139(a)(1)(A) of the Hawaii County Code,
$2,500,000 has been appropriated for FY 2025-2026 Waiwai grant-in-aid awards. By the
application submittal deadline on January 31, 2025, the Department of Finance received one
hundred sixty-eight (168) applications. Fifty-three (53) were determined ineligible due to
incomplete packet information. A total of one hundred fifteen (115) applications were deemed
eligible, with funding requests totaling $4,387,500.
For comparison, in 2024, there were one hundred thirty-six (136) eligible applications requesting
a total of $4,792,500, of which the Council fully funded fifty-eight (58), totaling $2,027,500.
On February 4, 2025, at a meeting of the LAAC, an Ad Hoc Committee was formed to review
applications and make award recommendations. The Ad Hoc Committee consisted of Council
Members Jennifer Kagiwada, Michelle Galimba, Council Chair Holeka Goro Inaba, and myself
serving as Committee Chair.

On April 1, 2025, eligible applications and the grading rubric were distributed to all Council
Members for scoring.
On April 22 and 24, 2025, in compliance with Hawaii Revised Statutes Section 92-2.5 and
Hawaii County Code, Chapter 2-25, the Ad Hoc Committee met to review scored applications
and finalize award recommendations.
Attached hereto as "Exhibit A" are the Ad Hoc Committee's recommendations for fiscal year
2025-2026.
I would like to thank our Council Members for their service, as well as our staff and Council
Services, for supporting an efficient Ad Hoc Committee process. I also extend my gratitude to
Finance Director Diane Nakagawa, Lisa Tada, and the Finance Department staff for their
assistance in processing the applications.
It has been an honor and a privilege to serve as Chair of this Ad Hoc Committee. I respectfully
request that this communication be agendized for the LAAC Committee meeting scheduled for
May 20, 2025.
