Ultra-violet B radiation from the sun. I claim a 'defense of necessity' under the justification clause of US Penal Code

essential fatty acids; EFA's, Omega 3,6 8 9. The cannabis plant is a health food and a preventative health remedy.)

precious connection to nature. Cannabis use Is deeply rooted in the history of civilization, and particularly in the

sustainable, earth-friendly supply of natural resources the time-honored, oil-fashoined way... from the garden. I

ladder of higher consciousness to feelings of well-being, ecstasy, and joy from within. It can enhance Intuition,
artistic ability and creativity. It helps me question established values and authority, and gives me a sense of inner
knowledge and feelings of peace. its use aids In the development of my conscience and my feelings for others.
Cannabis hemp cultivation and use is essential for my physical and spiritual well-being. I truly enjoy the free
exercise of my religion because In my experience, 'TLC' + THC = harmony. For these reasons, and many more...

SAN FRANCISCO (AP) - With $25 and a doctor's note, sick people can get an
official city ID card entitling them to use marijuana, the city's maverick
district attorney proudly announced Friday.
The program shields card-holders caught with the drug from local
prosecution - though marijuana possession remains illegal under federal law.
-'This represents another stone in the foundation we're building to make
people recognize that cannabis is a legitimate medicinal agent,'' said
District Attorney Terence Hallinan. "I'm not really worried we won't be
able to work things out with the federal government.-
Californians voted to legalize marijuana for medical use in 1996, but the
ballot measure they approved has been entangled in legal disputes ever
since.
The Office of National Drug Control Policy has long opposed medical
marijuana initiatives, considering them backdoor routes to legalizing
marijuana. Agency officials refused to comment on San Francisco's new ID
program.
In addition to California, measures approving the medical use of marijuana
have passed in Alaska, Arizona, Hawaii, Maine, Nevada, Oregon and Washington
state.
while federal opposition to marijuana remains strong, there are signs that
government arguments against states' medicinal marijuana measures may be
weakening.
A federal judge on Friday hinted he may be forced to allow an Oakland club
to distribute medicinal marijuana because the Justice Department hasn't
rebutted evidence that cannabis is the only effective treatment for a large
group of seriously ill people.
O.S. District Judge Charles R. Breyer of San Francisco said he would rule
Monday in the complex case, which draws in the wider conflict between
California's medical marijuana initiative and federal drug regulations.
Jane Weirick, who uses marijuana to alleviate pain from a back ailment, said
the city's ID cards will "finally give us legitimacy.''
'-I was taking prescription opiates and was stuck in bed all the time,'' she
said. -'When I started taking cannabis, I was finally able to function. It
was like night and day.''
Former state Attorney General Dan Lungren opposed any attempt to carry out
the 1996 ballot measure and shut down most of the state's informal marijuana

Smokable Marijuana Is a Safe and Effective Medicine for
People With AIDS
DURBAN, SOUTH AFRICA Smoking marijuana helps people with AIDS
gain weight, without causing adverse virologic effects, according to
the results of a study released Thursday at the XIII International
AIDS Conference.
Dr. Donald Abrams, a world-renowned AIDS researcher at the
University of California at San Francisco, has finally completed his
study after *six years* of navigating federal obstacles.
The study was originally designed as an "efficacy" study to focus
on marijuana's medical benefits to people wasting away from AIDS.
Because the National Institute on Drug Abuse has a stranglehold on the
legal supply of marijuana for research purposes, the federal agency
was able to force Dr. Abrams to change his research proposal into a
"safety" study, focusing instead on the potential *negative* health
effects of marijuana in people with AIDS.
"The federal government manipulated the study design to increase
the likelihood that the results would reveal that marijuana harms the
immune system and doesn't boost the appetite," said Chuck Thomas,
director of communications for the Washington, D.C.-based Marijuana
Policy Project. "But the government's plan backfired smoking
marijuana did not cause any immunological problems, while it increased
caloric intake and weight gain."
THE RESULTS REVEALED GREATER WEIGHT GAIN AMONG THE MARIJUANA-
SMOKING PATIENTS THAN THE PLACEBO-USING CONTROL GROUP.
"If the federal government would finally allow researchers to focus
on marijuana's medical *benefits*, we could get natural marijuana
approved by the FDA within a couple of years," said Thomas. "That's
what the Clinton administration fears, and that's why they continue to
make it more difficult for researchers to study medical marijuana than
it is for pharmaceutical companies to study their synthetic
compounds."

"There are countless people across the nation smoking marijuana to
treat AIDS-related nausea and appetite loss," said MPP's Chuck Thomas.
"This study shows that they're not harming themselves or imagining
